检验检疫行政处罚案件是新海关三大行政处罚案件类型之一,对于加强海关监管,制裁违法行为,保护公民、法人或者其他组织的合法权益,维护进出口秩序,保障国门安全具有重要意义,但与走私违规类行政处罚相比,还存在一些不够完善之处。通过检视检验检疫行政处罚工作现状,梳理检验检疫行政处罚管理和办案中存在的问题,有针对性地提出对策建议,期望抛砖引玉,对完善机制、改进工作有所裨益。

Inspection and quarantine administrative penalty cases are one of the three major types of administrative penalty cases in the new customs.They play a crucial role in strengthening customs supervision,sanctioning illegal activities,protecting the legitimate rights and interests of citizens,legal persons or other organizations,maintaining import and export order,and ensuring national security.However,compared with administrative penalties for smuggling violations,there are still some areas that need improvement.By examining the current situation of inspection and quarantine administrative penalties,sorting out the problems in the management and handling of inspection and quarantine administrative penalties,and proposing targeted countermeasures and suggestions,we hope to contribute to the improvement the mechanism and work in this area.
