推进海关治理的现代化,应加强对权力运行的制约和监督。海关监督机制是海关治理体系的重要组成部分,海关治理体系现代化,离不开监督机制的现代化。完善的海关监督机制,可以确保海关权力以及行政执法始终处于法治轨道内运行,有效防范关员的执法、廉政和管理风险。中外海关监督机制的有益经验,值得我们借鉴。通过实证考察中国海关监督机制现状和存在的问题,对中国海关治理监督机制现代化的路径选择进行思考。

To promote the modernization of customs governance,it is necessary to strengthen the restriction and supervision of power.The customs supervision mechanism is an important part of the customs govermance system.The modernization of the latter cannot be separated from the modernization of the supervision mechanism.A perfect customs supervision mechanism can ensure that customs power and administrative law enforcement always operate within the rule of law,and effectively prevent customs enforcement,integrity and management risks.It is necessary to learn from the useful experience of China Customs and western customs in supervision mechanism.Through the empirical study of the status quo and existing problems of China customs supervision mechanism,the paper reflects on the pathways to modernize the supervision mechanism for Customs governance.
