中原城市群核心创新区县域科技创新水平评价及影响因素分析

Evaluation and Influencing Factors Analysis of County Scientific and Technological Innovation Level in Central Plains Urban Agglomeration Core Innovation Area

摘要 基于构建的科技创新水平效率评价模型,运用SBM超效率模型对中原城市群核心创新区县域科技创新水平进行评价并进行空间差异分析及影响因素解释.结果表明:(1)从评价结果看,高效率区、较低效率区数量均有所增加,表明研究区各县域科技创新发展效率的差距明显;在较高效率区中,卫辉市、封丘县等科技创新发展效率有所下降,而管城区、二七区等科技创新发展效率有所上升;在中等水平区中,洛龙区和中原区的科技创新效率保持稳定发展;低效率区主要分布在外围区且连片分布.(2)从投入-产出视角看,金水区、涧西区、瀍河区、吉利区和凤泉区是中原城市群核心创新区的投入-产出高效率区,而嵩县、卫辉市、汝阳县、封丘县和获嘉县等地区科技创新投入-产出方面的效益不佳.(3)从全局空间自相关看,两个年份均以LL区为主,呈现出较为明显的集聚现象;从局部空间自相关看,发展效率的空间关联类型以显著LL区为主,且形成了以巩义市为核心的小范围集聚.但从投入子系统看显著HH区在研究区中部形成高值联动区,体现其在发展建设方面的引领性.(4)从影响因素看,科技创新发展效率主要受区域经济发展水平、创新投入支持与保障、创新设施建设和城市所处创新环境的影响. Based on the constructed evaluation model of science and technology innovation level efficiency,the SBM super efficiency model was used to evaluate the science and technology innovation level at county level in the core innovation area of Central Plains urban agglomeration,and the spatial differences were analyzed and the influencing factors were explained.The results are as follows.(1)According to the evaluation results,the number of high-efficiency areas and low-efficiency areas are increased,indicating that there is a significant gap in the efficiency of science and technology innovation development among counties in the study area.In the high efficiency areas,S&T innovation development efficiencies of Weihui City,Fengqiu County and others decrease,but those of Guancheng District,Erqi District and others increase.In the medium-level areas,the efficiency of scientific and technological innovation in Luolong Districts and Zhongyuan Districts maintaines stable.The low efficiency area is mainly distributed in the peripheral area and contiguous slices.(2)From the perspective of input-output,Jinshui District,Jianxi District,Chanhe District,Jili District and Fengquan District are the core innovation areas with high input-output efficiency,while Songxian County,Weihui City,Ruyang County,Fengqiu County and Huojia County have poor input-output efficiency.(3)From the perspective of global spatial autocorrelation,LL region is dominant in both years,showing a relatively obvious clustering phenomenon.From the perspective of local spatial autocorrelation,the spatial correlation type of development efficiency is dominated by significant LL region,and a small cluster is formed with Gongyi City as the core.However,from the perspective of input subsystem,HH area forms a high-value linkage area in the middle of the research area,reflecting its leading role in development and construction.(4)From the perspective of influencing factors,the development efficiency of S&T innovation is mainly affected by regional economic development level,innovation investment support and guarantee,innovation facility construction and the innovation environment of the city.
