后脱贫时代专项治理“常规化”的运作逻辑

The Operational Logic of “Routinization” Special Governance in Post-Poverty Alleviation Era

专项治理转向“常规化”的制度性治理是国家治理体系和治理能力现代化的必然结果。在后脱贫时代,脱贫攻坚专项治理在治理效果内卷化和治理目标改变的劣态倒逼下转向常规化治理形式。既有的理论研究依续这一思路构拟出数种专项治理“常规化”的运行路径,但多囿于自上而下单向度“常规化”治理形式探究,并且这种“常规化”模式已出现明显“负效应”。基于对安镇脱贫攻坚行动的实证考察,发现专项治理“常规化”的单向治理形式并不是基层治理的最优选择,而需在现有基础上发掘和能动地运用基层社会内在的社会资本因素,使基层社会的内在力量与制度化、法治化的制度设施相结合,以期推动基层治理体系和治理能力的现代化。

It is an inevitable result of the modernization of the national governance system and capacity that the special governance will turn to the“regularized”institutional governance.In the Post-Poverty Alleviation Era,the special governance for poverty alleviation is forced to turn to a conventional governance form due to the internalization of governance effects and the change of governance objectives.Some existing theoretical studies have constructed several operational paths of“routinization”of special governance according to this idea,but most of them are confined to the exploration of top-down one-way“routinization”governance forms,and this“routinization”mode has shown obvious“negative effect”.Based on the empirical research of Ann town poverty crucial action,found that the special governance“generalized”unilateral governance form is not the optimal choice of grassroots governance,and on the basis of the existing excavation and active use of grassroots social internal social capital factors,make the grass-roots society inner strength of combined with institutionalization and legalization system of facilities,In order to promote the modernization of grassroots governance system and governance capacity.
