习近平总书记以世界的眼光、战略家的睿智、政治家的胸怀、大国领袖担当的气魄,创造性地提出了“一带一路”伟大倡议,将“一带一路”高质量发展法治保障纳入统筹“国内法治”和“国际法治”两个大局的宏观战略布局,提出了一系列原创性新理念、新论断,新思想、新理论,新战略、新举措,形成了内涵深刻、内容丰富、结构严密、体系完备、具有鲜明哲学辩证方法与实践伟力的系列观点,堪称习近平“一带一路”法治保障重要论述。以习近平“一带一路”法治保障重要论述为引领,加快创新涉外法治人才培养体制机制,须直面涉外法治人才供给规模总量偏少,综合型、创新型、能力型、涉外型“四型”卓越法治人才奇缺,涉外法治人才培养体系不健全等诸多短板,凝聚创新涉外法治人才培养共识;须拓宽涉外法治人才培养路径,着力增强以法治保障和服务“一带一路”高质量发展的能力和水平;加快推进涉外法学“三大体系”建设;改革完善涉外法治人才培养评价模式,健全涉外法治人才培养体制机制。

General Secretary Xi Jinping has exhibited exceptional creativity in introducing the far-reaching“Belt and Road Initiative”with a global perspective,embodying the sagacity of a strategist,the vision of a statesman,and the courage and sense of responsibility of the leader of a big nation.Notably,he has seamlessly integrated the principles of the rule of law into the overarching strategic framework of the“Belt and Road Initiative”,encompassing both domestic and international dimensions.This integration has given rise to a comprehensive set of innovative concepts,theories,ideas,strategies,and measures,collectively referred to as“Xi Jinping's Important Discourse on the Legal Safeguards for the‘Belt and Road Initiative’”.Guided by the insights of this discourse,we argue that it is imperative to address various shortcomings within the current realm of foreign-related rule of law.These challenges include a restricted supply of foreign-related legal professionals,a scarcity of well-rounded,innovative,and globally-oriented legal talents,and inadequacies in our existing training systems for such personnel.To overcome these problems,it is crucial to garner collective consensus on the cultivation of forward-thinking foreign-related legal experts.This necessitates an expansion of the training pathways for foreign-related rule of law talents,with a specific emphasis on augmenting their capabilities and elevating the standards of the rule of law to ensure effective support for and service to the high-quality development of the“Belt and Road Initiative”.Additionally,there is a need to expedite the establishment of the“three major systems”for foreign-related law and accelerate the construction of a comprehensive framework and mechanism for cultivating talents within the field of the rule of law.
