摘要
党的十九届四中全会提出的"共建、共治、共享"的社会治理新格局,在进一步丰富基于网格单元的风险防控政策的同时,弥补了以单一司法力量为主防控未成年违法犯罪的弊端,提出了完善校园风险防控机制的新路径。以脆弱性指标分析法为指导构建校园风险防控模型,并在实践中发现存在社区治理能力不足,经济发展水平和教学资源投入与校园风险防控能力建设关系较为密切,学生、教师等主体参与校园治理的渠道匮乏以及性知识教育水平落后等问题。应基于社会治理平台建立深度整合社会资源、广泛发动群众参与的校园治理新模式,以促进校园风险防控体系的不断完善。
The Fourth Plenary Session of the 19th Central Committee of CPC proposed a new pattern of social governance of“co-construction,cogovernance,and sharing”,which further enriched the thoughts of resolving social contradictions in the focus,subject,strategy,technology,and responsibilities of prevention and control,and made up for the shortcomings of judiciary in the prevention and control of juvenile crimes,and proposed a new path integrating social governance and crime prevention.Based on this,this research adopts vulnerability index analysis method and broken windows theory to construct a campus risk prevention and control model,and finds the problems in practice such as insufficient community governance capability,lack of channels for students,teachers and other subjects to participate in campus governance,and backward sex knowledge education level.Therefore,a new model of campus governance that deeply integrates social resources and extensively mobilizes mass participation is established to promote the continuous improvement of the campus risk prevention and control system.
