中小学校突发事件应急预案动态管理机制研究

Research on Dynamic Management Mechanism of Emergency Plan in Primary and Middle Schools

科学有序的应急预案管理既是中小学校应急管理的核心部分,也是中小学校应对突发事件的前提和有力保障。本文基于应急管理理论、公共治理理论和复杂系统理论,深入剖析了我国中小学校应急预案管理的突出问题,梳理了中小学校应急预案管理的基本要素和运行方式,构建了中小学校突发事件应急预案动态管理机制,为有效提升我国中小学校突发事件应急预案的管理效率、优化中小学校突发事件应急预案管理模式提供了新思路。

Scientific and orderly emergency plan management is not only the core part of primary and secondary school emergency management,but also the premise and powerful guarantee for primary and secondary schools to deal with emergencies.Based on the theory of emergency management,public governance and complex system,this paper deeply analyzes the outstanding problems of emergency plan management in primary and secondary schools in China.,and combs the basic elements and operation mode of emergency plan management in primary and secondary schools.,and constructs the dynamic management mechanism of emergency plans in primary and secondary schools,which provides a new idea for effectively improving the management efficiency of emergency plans in primary and secondary schools and optimizing the management mode of emergency plans in primary and secondary schools.
