全过程人民民主的实质是实现人民当家作主的宪法权利,“全过程人民民主”在宪法文本中具有完整的确认,宪法作为国家根本法,从制度载体、理念、原则到选举权、参与权、表达权、监督权等对全过程人民民主作了系统、全面的表达。人民民主的核心是人民当家作主,其制度载体是人民代表大会;“全过程”则主要体现为民主选举权与协商民主的知情权、参与权,民主选举是全过程人民民主的实现形式,协商民主则是全过程人民民主的实质内容;同时,全过程人民民主亦体现为公民的表达权与对国家机关及其公职人员行使监督权。全过程人民民主在宪法中既有完整的权利制度体系,也有完整的民主参与权利的程序实施机制。因此,宪法作为全过程人民民主的基本制度载体,是实现全过程人民民主最根本、最有效、最可靠的保证。只有全面贯彻实施宪法,才能保证全过程人民民主的真正实现。
