区域协调发展需要建立合作机制。其中,行政体系的内部规则有助于消弭合作方的潜在矛盾,形成激励相容的共同意志。区域合作机制的内部规则重点在于人、权、责三个层面。合作各方可以自设机构或者联合设立机构,要重视各方负责人的关键角色,并且为合作机构配备适当的工作人员。上级应当授予相关地方开展合作的权力,鼓励、支持和引导地方开展常态化合作,给予其区域协调发展的优惠政策,允许地方变通适用有关立法和政策。同时,运用组织领导、重点任务落实、日常工作、经济社会发展、合作各方互评以及社会评价等指标开展考核评价,并以考核结果作为奖惩依据。

Coordinated regional development needs to establish a cooperative mechanism.Among them,the internal rules of the administrative branch help to eliminate potential contradictions and reach common will that promotes compatibility.These internal rules of the regional cooperation mechanism focus on the three levels:people,powers and responsibilities.First,the cooperative parties can set up their own institutions or joint institutions,in which the roles of the heads of all parties shall be given enough emphasis,and assign appropriate staff to the cooperative institutions.Second,the superior institutions shall empower relevant local governments to cooperate,promote,support and guide local regular cooperation,endorse preferential policies for coordinated regional development,and allow localities to apply relevant legislation and policies flexibly.Last,some indicators such as organizational leadership,implementation of key tasks,daily work,economic and social development,mutual evaluation of cooperation parties,and social evaluation can be untaken to evaluate the mechanism,and in turn the evaluation can be taken as the basis for reward and punishment.
