牧区“乌兰牧骑+”志愿服务模式研究——基于内蒙古的调研

The Study on the Mode of Voluntary Services of “Ulanmuchi +” in Pastoral Areas——Based on a Survey in Inner Mongolia

随着志愿服务的发展,新时代文明实践志愿服务作为中国特色志愿服务模式之一,得到重视和推广。在建设新时代文明实践中心过程中,内蒙古结合牧区特点和牧民需求,基于乌兰牧骑队伍和工作模式,建构"乌兰牧骑+"志愿服务模式,不仅形成多元主体协同参与的平台,也在产业振兴、乡风文明、时政宣传、优化治理等层面产生了积极影响。但是,"乌兰牧骑+"志愿服务模式在规章制度、精准服务、激励政策、主体边界等层面存在困局,需要进一步明确职责,完善和创新服务方式,开展符合新时代的志愿服务,以此推进牧区乡村振兴。牧区是巩固脱贫成果、促进民族团结、维护边疆安全的战略要地,因此加强牧区乡村振兴,推广新时代文明实践志愿服务具有重要的现实意义。

Based on the Ulanmuchi team and working model,Inner Mongolia has combined the characteristics of pastoral areas and the needs of herders and has constructed the"Ulanmuchi+"mode of voluntary services in the process of building Chinese cultural centers in the new era.Not only has this mode formed a platform for the collaborative participation of multiple subjects,but it has also had a positive impact on industrial revitalization,transforming outmoded habit and custom and optimizing governance.However,facing diffculties in terms of rules and regulations,precise services,incentive policies,and subject boundaries,the"Ulanmuchi+"mode of voluntary services needs to be further improved to promote rural revitalization in pastoral areas.
