摘要
应急救援类社会组织作为国家救援体系的有益补充,在救灾过程中发挥着重要作用。与此同时,促进应急救援类社会组织的规范有序发展也成为当前社会治理的重要方面。本文以成都市成府区原山救援队为研究案例,从历史脉络、组织架构、财务制度、管理模式等方面剖析成府区原山的运作逻辑,以折射出当下应急救援类社会组织乃至绝大多数社会组织所面临的现实问题。研究发现,当下社会组织发展中的一个重要的结构性问题是"强约束—弱支持"的社会组织培育管理体系,社会组织发展的顶层设计需要改进。
Taking Blue Sky Rescue Team of Jinjiang District as an example,this thesis analyzes its operating logic based on the historical context,organizational structure,financial system and management mode to examine the realistic problems faced by social emergency rescue organizations as a whole,and even by the vast majority of social organizations.The study finds that a major structural problem embedded in the development of social organizations is the cultivation management system of“strong constraint-weak support”.The top-level design of the development of social organizations needs to be improved.
