新时代文明实践志愿服务与农村基层治理现代化:参与式治理的视角——以贵州省龙里县实践为例

Civilized Practice of Voluntary Services in the New Era and the Modernization of Rural Governance: The Perspective of Participatory Governance——Taking the Practice in Longli County, Guizhou Province as an Example

新中国成立以来,农村基层治理模式随着社会经济的发展不断演变。党的十九届五中全会的胜利召开开启了全面建设社会主义现代化国家新征程,对农村治理提出了新要求。实现农村基层治理现代化的关键在于充分发挥社会力量,形成多元主体的参与式治理模式。在此关键转型阶段,中国特色的志愿服务事业也应积极转化,顺应乡村振兴战略对农村志愿服务事业提出的新要求、新标准,探索服务农村基层治理的新领域、新内容。贵州省依托新时代文明实践中心开展试点工作,在农村社区积极探索通过志愿服务助力乡村基层治理,取得了积极进展。本文尝试探讨志愿服务助力乡村振兴和农村治理的方式方法,探讨在现阶段实现通过志愿服务汇聚社会力量,强化乡村振兴人才支撑,促进农村产业发展、美丽乡村建设、乡风文明建设、农村基层治理、农民生活富裕的发展目标的可行路径和有效方法。

Since the founding of People’s Republic of China,the rural governance model has been continuously evolving with socioeconomic development.The successful convening of the fifth Plenary Session of the 19 th Central Committee of the Communist Party of China opened a new journey of building a modern socialist country in an all-round way,and it has put forward new requirements for rural governance.One of the keys to realizing the modernization of rural governance is to give full play to social forces and form a participatory governance model with multiple subjects.At this critical stage of transformation,China’s voluntary service undertakings should also be actively transformed,conform to the new requirements and standards set by the rural revitalization strategy for rural voluntary service undertakings,and explore new areas and content serving rural governance.Guizhou Province,relying on the Civilization Practice Center in the New Era to carry out pilot work,actively explores methods to help rural governance through voluntary services in rural communities,and has made positive progress.This article attempts to explore the means of voluntary services helping rural revitalization and rural governance,and discuss how to gather social forces through voluntary services at this stage,strengthen the support of rural revitalization talents,promote rural industrial development,boost construction of beautiful village and rural civilization,search feasible paths and effective methods of achieving prosperity among rural residents.
