新冠肺炎疫情防控需要发挥应急志愿者的特殊作用,疫情防控志愿服务是突发公共卫生事件应对治理的特殊活动形态,它具有紧急性、特殊性和风险性等特征,须高度重视、完善法治和依法保护。研究须准确深入认识和依法防范化解疫情防控应急志愿者的特殊风险,为此要加强和完善疫情防控志愿者特殊风险的依法管控措施。展开应急志愿服务研究的意义重大、课题广泛,其重要内容是研究应急志愿服务法治发展的规范基础和革新举措,关键的革新举措是尽快立项制定我国《志愿服务法》,宜将其定位于促进法、保障法、规范法和调整法,寄望于通过完善有关立法、执法和司法来促进志愿服务事业持续稳健发展。
