产业园区规划环评与排污许可的衔接关系研究

Study on the Linkage between Planning EIA and Pollutant Permit of Industrial Parks

梳理分析了建设项目环境影响评价与排污许可的衔接关系研究成果.结合环评与排污许可"放管服"要求,基于产业园区规划环评特征,全面分析了规划环评与排污许可衔接的必要性和可行性.根据园区规划环评与排污许可内容,结合各地环评与排污许可改革事项,提出了园区规划环评与排污许可之间的5个衔接链条和衔接内容,并提出做实规划和规划环评、推进园区环境自行监测、试点探索衔接实践工作、加强衔接内容落实情况监管4个方面的建议.通过建立规划环评与排污许可之间的衔接关系,巩固排污许可在固定污染源监管中的核心地位,推进排污许可与区域环境质量挂钩.

The research findings of the connection between environmental impact assessment(EIA)of construction projects and pollutant permit have been reviewed in this paper.Taking into account the requirements to streamline administration,delegate powers,and improve regulation and services,together with the characteristics of planning EIA for industrial parks,the necessity and feasibility on the linkage of planning EIA and pollutant permit have been systematically analyzed.According to the contents of planning EIA and pollutant permit of the industrial parks,combined with the reform of EIA and pollutant permit in various regions,five ways linking EIA and pollutant permit were identified,and four suggestions were put forward:to carry out the planning and planning EIA,to promote environmental self-monitoring of the parks,to explore practice through pilots,and to strengthen supervision on the implementation of the linkage.The purpose of linking planning EIA and pollutant permit was to consolidate the role of the pollutant permit as a major player in the fixed pollution source management,and to promote linkages between pollutant permit and regional environmental quality.
