城市区级融媒体建设的制度困境与创新路径——基于G市的实证考察

The Institutional Dilemma and Innovation Path of City District-level Converged Media Construction

城市区级融媒体深嵌于行政体系中,其发展程度与制度因素密切相关。从制度分析视角出发,基于某省会城市G市区级融媒体中心的实证调研,对这一新型媒体组织在现阶段面临的制度变迁问题进行探讨发现:历史上,行政区划调整、媒体改革、事业单位分类改革等形塑了不同的区级媒体形态,影响了区级融媒体中心的建设发展。在媒体融合战略的强制性变迁下,区级融媒体面临着资质管理制度缺失、媒体管理制度错位、人员激励制度失灵等问题。这些问题既表现出路径依赖特征,又在新的制度环境中产生某些路径替代现象。区级融媒体中心的制度创新需要加快资质制度供给、理顺管理制度配置、强化激励制度诱导。

City district-level converged media centers are deeply embedded in the local administrative system,making their development closely related to institution factors.Basing on an empirical study of a provincial capital city,China,this paper discussed the institutional change this new media organization encountering from the view of institutional analysis.City district-level media were shaped by the adjustment of administrative division,media reforms and public institution reforms in history,and these impacts the development of converged media centers.Under the imposed institutional change of media converged strategy,city district-level converged media centers face the institutional change problems such as the lack of qualification recognition rules,the unfit of media management measures and the fail of incentive mechanism.These problems show both the features of path-dependence and path alternation.The institutional innovation of city district-level converged media centers should focus on accelerating institutional supply on identity certification,clarifying institutional arrangement on management and strengthening induction on incentive mechanism.
