强矩阵管理模式下科研绩效津贴考核体系构建

摘要 为解决军工院所强矩阵管理模式下科研任务考核问题,以提升综合竞争能力为目的,运用系统工程思想、组织分工理论、现代项目管理理念与方法,构建以科研任务计划强约束推进,计划与责任强关联,计划与工作量强耦合,科研任务量化评价,以及以能力提升及价值创造为导向的,绩效分配机制为基础的,强矩阵管理模式下科研绩效津贴考核体系,实现组织日常基础管理、能力建设、新型飞机研制、改进飞机研制、预先研究等不同类业务精准考核。强矩阵管理模式下科研绩效津贴考核体系能充分体现多劳多得、同工同酬,激发内生动力,充分发挥项目管理杠杆作用,有效解决多任务并行下资源紧张问题。 In order to solve the problem of assessing scientific research tasks under the strong matrix management mode of the military institute,with the aim of inproving the comprehensive competitivenss,the system engineering idea,the theory of organization division and modern project management concept and method are used to construct a strong constraint on scientific research task paln,strong connection between plan and responsibility,and strong coupling between plan and workload.Quantitative evaluation of scientific research tasks,and a system of scientific research performance subsidy assessment under a strong matrix management model based on the performance distribution mechanism oriented to capability improvement and value creation,can implement accurate assessment of different types of businesses such as routine basic management,capability building,new equipment development,improved equipment development,and advance research.Under the strong matrix management model,the scientific research performance subsidy assessment system can fully embody“more work more gain”and“equal pay”,stimulate the endogenous motive force,give full play to the role of project management lever,and effectively solve the problem of resource shortage under multitasking.
