关于排污许可证后监管问题的思考

Reflections on the Supervision After Emission Permit

文章针对排污许可证后监管现状,从排污许可证制度、执行、核发、监管等方面分析当前存在的问题。建议要加快进行排污许可证与相关政策的整合与细化,完善监管支撑体系建设,强化定期抽查考核及监督机制,持续跟进旧证换新与新证核发工作,加强环境管理能力建设,以实现高效、细化、精准的证后监管。

Taking full consideration of the existing problem related to the system,implementation,issuance,and supervision of the pollutant discharge permit,based on the current supervision statutes of post-permit of the pollutant discharge,we propose to promote the integration and specialization of the relevant policy for a pollution discharge permit,improve the regulatory support system,reinforce the regular spot check assessment and supervision mechanism,follow up the process of the permit replacement and issuance,and strengthen the cultivation of environmental management ability,to achieve efficient,comprehensive,and precise post-certificate supervision.
