河北省工业源大气污染物排放清单及减排潜力 被引量:7

Emission Inventory and Emission Reduction Potential of Typical Industrial Sources in Hebei Province

摘要 为研究河北省典型工业源大气污染物排放特征,通过收集整理河北省及各地市工业源活动水平数据,文章采用"自下而上"的方法建立了2016年河北省工业源大气污染物排放清单。结果显示,2016年河北省工业源SO2、NOx、CO、VOCs、PM10、PM2.5排放总量分别为60.1、64.1、1076.1、69.6、51.4、32.7万t。钢铁是各项工业大气污染物的首要来源,贡献率为30.2%~90.2%,电力是NOx、SO2的第二大来源,焦化是颗粒物的第二大来源。唐山、邯郸、石家庄是省内排放量最高的3个城市。对于钢铁行业,各市烧结机SO2排放浓度均能达到地标的要求,但全省平均浓度是超低限值的1.76倍;对于电力行业,燃煤机组达到SO2、NOx超低排放限值的比例分别为83.19%、100%,全省SO2、NOx平均排放浓度是深度治理要求的1.02倍、1.53倍。减排潜力测算结果显示,在实施了新的减排政策后,工业源各项污染物排放量预计比2016年下降9.0%~30.5%。 In order to comprehensively evaluate industrial atmospheric pollutants emissions in Hebei Province,the inventory of industrial atmospheric pollutant sources for 2016 was established by using an up–bottom method based on the collected activity data.Results showed that the total industrial emissions of SO2,NOx,CO,VOCs,PM10,PM2.5in Hebei in 2016 were60.1×104,64.1×104,1076.1×104,69.6×104,51.4×104t,32.7×104t,respectively.The steel and iron manufacturing were the major sources,contributed 30.2%~90.2%of the emissions,power plants were the second source of NOxand SO2,coking was the second source of PM.Tangshan,Handan and Shijiazhuang were the top three cities with the highest industrial atmospheric emissions.All the emission concentrations of SO2emitted from sintering machines had reached emission standard and the provincial average emission concentrations were the 1.76 times of ultra–low emission requirements,while for the coal–fired units,83.19%and 100%could meet the ultra–low emission requirements of SO2and NOx,respectively,and the provincial average emission concentration were the 1.02 and 1.53 times of latest requirements.By combining the emission inventory and emission concentration,the industrial emission reduction potential was analyzed.It was showed that under the guidance of new emission reduction policies,the industrial atmospheric pollutants could be reduced by 9.0%~30.5%compared with 2016.
