中国—肯尼亚合作项目舆情分析与应对策略

Public Opinion Analysis and Coping Strategies on China-Kenya Cooperation Projects

肯尼亚政府公布的30多个"旗舰项目"中,中肯合作项目占近半数。近年来,由于受西方舆论影响,一些肯尼亚媒体和社会精英担心本国因中肯合作项目建设而陷入债务陷阱,从多个方面对项目进行质疑甚至诟病,引发当地民众不满情绪积累发酵,导致负面舆情有加速蔓延趋势,甚至对部分项目落实进度造成影响。笔者基于调研和采访,理性分析了肯尼亚相关舆情现状及成因,并从多个方面提出应对策略,期望形成合力,化解矛盾,推动中肯以及中非合作相关项目加速落实。

Kenya is an important pivot country for the"Belt and Road"initiative in Africa.Among the 30"flagship projects"announced by the Kenyan government,China-Kenya cooperation projects account for nearly half.However,due to the influence of western public opinion,some Kenyan media and social elites worry that some of these projects may drag into a debt trap.They have questioned or even criticized some of the projects from various aspects,which has aroused local people’s dissatisfaction.The trend has even affected the implementation of some of the projects.In this paper,based on interviews,the author has rationally analyzed the current situation and causes of Kenyan related public opinion,and proposed countermeasures from various aspects in order to form a joint force,resolve contradictions,and accelerate the implementation of China-Kenya and China-Africa cooperation related projects.
