摘要
市政基础设施是保障城市正常运行的重要基础,也是推动城市节能减排实现“双碳”目标的重要切入点。综述清洁能源开发、资源节约利用、物质循环再生、系统高效运行、生态碳汇协同等较为成熟的市政基础设施领域低碳技术,并综合分析各类技术在中国的应用进展和运用中存在的问题。以某产业新城规划为例,基于各类技术的优缺点与适用场景,合理筛选出适合当地特征的市政基础设施领域低碳技术。从构建能源综合利用系统、水综合管理系统和固体废弃物综合处置系统3个方面制定低碳技术集成应用策略,并提出弹性规划以应对低碳技术发展,探索市政基础设施领域低碳技术在城市规划建设中的在地化应用要点,以期为同类地区市政基础设施低碳规划建设提供参考。
Municipal infrastructure is an important foundation for ensuring the normal operation of a city,and it is also an important entry point for promoting urban energy conservation and emission reduction to achieve the"dual carbon"goals.This paper summarizes the relatively mature low-carbon technologies in domestic and foreign cities in terms of clean energy development,efficient utilization of resources,material recycling and regeneration,efficient system operation and ecological carbon sink coordination.It analyses that the application and existing problems of various technologies in China.Taking the planning of a new industrial city as an example,are reasonably low-carbon technologies selected in the field of municipal infrastructure that are suitable for local characteristics,based on the advantages,disadvantages and applicable scenarios of various technologies.It develops that low-carbon technology integrated application strategy about integrated energy utilization system,integrated water management system and integrated solid waste disposal system,and a flexible plan to deal with low-carbon technology development.The purpose is to explore the key points of local application of low-carbon technology in urban planning and construction in the field of municipal infrastructure,and provide reference for low-carbon planning and construction of municipal infrastructure in similar areas.
