“事”与“治事”:政府治理的行动结构

Affairs and Governing the Public Affairs:The Action Structure of Government Governance

政府治理体系和治理能力现代化是政府建设的重要任务。大量研究集中于讨论政府治理体系的范围和政府治理能力的大小,而较少讨论政府治理体系和能力现代化的理由,即较少讨论政府治理对象。本文认为,政府治理的对象是“事”。人民有“事”,需要政府帮助“治事”;“事”是人民需要政府的理由,“治事”是政府与人民之间常见的联系。具体而言,从“治事”的需要研究政府治理的行动结构与行动方式,从而构建起以“事”为起点的政府治事学。作为政府治理的新理论,政府治事学力图从政府治理对象的变化出发重新思考政府治理体系和治理能力现代化的路径。

The modernization of the system and capacity for government governance is an important task in government construction.While a large number of researches focus on the scope of the government government system and the size of the government governance capacity,the reasons for modernization of governance system and capabilitics receive less attention,that is,thc discussion on object of government government is insufficient.This article believes that the object of government government is“affairs”.People have“affairs”and need the help of government to govern the public affairs;“affairs”are the reason why people need the government,and“governing the public affairs”is a common connection between government and people.Specifically,the need of“governing the public affairs”requires the study of structure and methods of government government,therefore,this article constructs Theories on Government Governs the Public Affairs starting from“affairs”.As a new theory of governance,Theories on Government Governs the Public Affairs strives to rethink the path of modernization of thc governance system and governance capacity,based on changes in the object of government governance.
