领土是现代国家生存和发展的空间基础,对国家的政治发展和长治久安具有根本性意义。本文基于对领土与国家之间关系的思考,对领土建构的概念、实践及功能进行了探索性分析。领土建构的基本概念意指现代国家对其所辖地域实施控制、影响和改造的过程。在实践表现上,领土建构呈现对外和对内两个维度:前者指的是在边界划定的基础上加强边境控制,后者则是指在区域整合的过程中开展空间治理。在政治效能上,领土建构对现代国家建构起到重要的驱动作用,这尤其体现在维系国家统一、提升国家能力以及强化国家认同三个方面。理解领土建构,有助于我们深化对现代国家建构的认识。

Territory is the spatial foundation for the existence and development of a modern country,which has profound significance for the country's political development and long term stability.This article,focusing on the relationship between territory and countty,conducts an exploratory analysis on the concept,practicc,and function of the territory-building.Territory-building is defined as a process of enhancing the control and influence on the territory and shaping it by the modern state.The practices of territory-building are mani fested by two dimensions,including the border control based on the demarcation in the external sense and the spatial governance with regional integration in the internal sense.As for the political function,territory-building promotes the process of country-building,especially for maintaining country's unity,reinforcing state capacity,and enhancing national identity.Therefore,the analysis of territory-building contributes to the deeper understanding of modern country-building.
