中共党内会议的政治与技术分析——基于组织史的考察视角

The Political and Technical Analysis of Intraparty Conference of the CPC——Based on the Perspective of the Organizational History

以俄为师,中共自第一个章程起就对会议制度有了相关规定;但如何让党内会议的召开适应中国革命与中共自身建设的需要,需在实践中逐步完善。从扩大的中共六届六中全会到中共七大,中国特色的民主集中制原则,即党内会议制度得到建立。总结中共党内会议的运行机理,体现为高度民主与高度集中的统一,会前沟通与会议决定的统一。对后者而言,这不仅是为了提高组织效率,更是党内团结的需要。维护党内团结要求共产党人要有牺牲精神,这也是信仰共同体组织运行的逻辑和必然要求。

Followed the example of Soviet Russia,regulations about the system of conference had been proposed since the first constitution of the CPC.However,it still needed to be improved step by step in practice to adapt the intraparty conference to the needs of the Chinese revolution and the CPC's self-construction.From the Sixth Plenary Session of the Sixth Central Committee to the Seventh National Congress of the CPC,the principle of democratic centralism with Chinese characteristic,in other words,the system of intraparty conference,was established.To summarize the operation mechanism of the intraparty conference of the CPC,the result is the unity of high level democracy and centralization,of Pre-conference communication and conference decision.The latter is not only to improve the organizational efficiency,but also to maintain the intraparty unity.It requires the communists'spirit of sacrifice to maintain the intraparty unity,which is also the logical necessity of the operation of a faith community organization.
