Guidance and Agreement:A Study on the Relationship between Party System Construction and State System Construction

党建制度决定中国制度建设具有双重维度,即党的制度建设和国家制度建设,决定中国制度建设具有强烈的政党特征,不能脱离政党来考虑中国国家制度建设,这是西方国家制度所不具备的特征。改革开放以来,我国国家制度建设经历了党政分开、政企分开和社会建设三个发展阶段,建构了党、政府、市场与社会的国家制度框架性结构,但也存在系统性不够、党建引领程度不足、基础制度建设不足和均衡性不够等问题。新时代国家制度建设统筹党、政府、市场与社会,形成整体性国家制度建设,强调以党的制度建设引领国家制度建设,改变原来“党强国弱”的国家制度建设状况,形成“党强国强”的双强制度结构。

The party construction system determines that China's institutional construction has a dual dimension,that is,the party's institutional construction and the country's institutional construction,determines that China's institutional construction has a strong political party characteristics,can not be separated from the party to consider China's national institutional construction,this is the western countries do not have the characteristics of the system.Since the reform and opening up,China's state system construction has gone through three development stages:separation of party and government,separation of government and enterprise,and social construction.The state system framework structure of the party,government,market and society has been constructed.In the new era,the party,the government,the market and the society have been integrated into a holistic system building of the state,with the emphasis on the party's system building leading the system building of the state,changing the original state system building situation of“strong party,weak state”and forming a double-strong system structure of“strong party,strong state”.
