国家治理现代化的政党逻辑:比较的视野

The Logic of Political Party in the Modernization of the State Governance in China:Comparative Perspective

通过反思当代政党研究中的西方中心论、民主中心论和选举中心论,本文创造性地引入了政党和政党制度研究的治理视角,把政党看成一种治理主体,从而把国家治理研究与政党研究有机结合起来。在此基础上,作者系统构建了政党与国家不同嵌入关系的比较分析框架,并结合中国的政治发展进程考察了政党在推进国家治理现代化中的中心地位和核心作用。只有在政党国家互嵌模式中,政党与国家这两大现代政治主体才能相互合作,形成合力,有效推动国家治理现代化。在坚持和加强党的全面领导的过程中,我们积极推动党和国家制度改革,逐步形成了一种相互嵌入的新型政党国家关系,具体表现在宪法法规、体制机制、干部人事和政策过程等各个层面。这样就不仅深刻揭示了中国特色社会主义制度优势形成的深层逻辑,也为新时代坚持和完善中国共产党的领导制度体系提供了坚实的理论基础。

By reviewing and revisiting the Western-centric,democracy-centric and election-centric theories in the existing literature on political party,this article has creatively redefined political party as a governing body and successfully combined the party studies and governance researches based on the new perspective of a governing party.According to this theory,the author has formulated a comparative framework for analyzing the relations between political party and state,and reaffirmed the key role played by political party in political development and modernization of China.It is argued that only the inter-embeded relations between political party and state contribute to the modernization of the state governance through cooperation and collaboration between them.By reforming the party and state institutions during the past decades,a new type of interembeded relations between the Communist Party and State has been emerging in the processes of law-making,institution-building,personnel appointment,policy-making and implementation.This study helps to explain the political logic of institutional strengths in the socialist system with Chinese characteristics,and lay a solid foundations for upholding and improving the leadership system of the Communist Party of China.
