国际组织间合作与联合国和平行动

由于国家间合作的局限、国际组织数量的增长和全球性问题之间的相互关联,国际组织间合作正发挥越来越大的作用。在大国竞争日益加剧的时代,国际组织间合作被赋予更重要的实用性和规范性价值,并具有提高国际组织的权威、整合有限资源、顺应全球治理发展规律等方面的意义。随着联合国框架下人权、发展与和平的关联性越来越强,联合国系统内的国际组织之间开展了多层次、多形式和多领域的合作。特别是在联合国和平行动方面,部门间、机构间、组织间的结构性合作和预防冲突、维持和平、建设和平的过程性合作构成国际组织间合作的主要内容。

Cooperation armong international organizations(IOs)plays an increasing role in global governance due to the limitation of cooperation among sovereignty countries,the sharp growth in the number of IOs and the increasing linkage among global issues.In an era of great-power competition,cooperation among IOs has been given greater practical and normative value.It is of great significance,such as enhancing the authority of IOs,integrating limited resources and conforming to the development tendency of global governance.As the connection among human rights,development and peace became increasingly obvious,UN agencies have been Cooperating at multilevels,in various issue areas and with different forms.There are both structural and procedural cooperation in the field of peace operations.While structural cooperation contains inter-department,inter-agency and inter-organizational cooperation,procedural cooperation refers to the whole peace operation process,including conflict prevention,peacekeeping,and peacebuilding.
