从规范主义到务实主义:欧盟对阿富汗国家重建的援助及其挑战

欧盟作为国际社会重要一极,积极参与全球治理与对外援助,尤其是对于阿富汗这样的重建国家,欧盟援助意义重大。"波恩进程"开启后,欧盟基于"规范主义",为阿富汗提供各领域援助。2016年之后,欧盟调整对阿富汗援助战略,促进阿富汗和平、稳定成为欧盟首要任务,其外交更具"务实主义"。欧盟的援助在改善阿富汗医疗环境、妇女儿童权利方面有一定成效,但阿富汗目前形势仍不容乐观,欧盟援助受阿富汗结构性困境的限制,远没有达到其预期目标。

As an important power of the international community,the European Union(EU)actively has been actively participating in global governance and foreign aid.Especially for Afghanistan,as a country need national reconstruction,the foreign aid from EU is of great significance.Since the international community launched Bonn Process,EU has been providing aid of various fields to Afghanistan based on its“Normative Principles”.After 2016,EU adjusted its strategy of foreign aid to Afghanistan.Maintaining regional peace and reducing terrorism has taken by EU as the top priority,and the foreign policy of EU towards Afghanistan has become more pragmatic.The foreign aid from EU has made certain achievements in improving the medical care conditions and protecting women and children's rights in Afghanistan.However,the current situation in Afghanistan is still not optimistic.Because of EU's foreign aid is limited by Afghanistan's structural difficulties,the effect is far from the expected goal of EU.
