浅析欧洲的国际秩序观:演变、调整与挑战

欧洲自"二战"后一直秉持所谓基于规则的自由主义国际秩序观,实际上在冷战、冷战终结、全球化及其变迁等不同时代背景下,欧洲国际秩序观内涵发生了持续的变化。如今国际局势发生深刻而急剧的变化,欧洲也在适时调整自己的观念以适应这一变化,但未来这一秩序观仍将面临以下挑战:合法性、威斯特伐利亚体系的历史惯性、内部推动力的弱化、其他国际秩序观的竞争、跨大西洋关系的束缚与地缘政治困局等,这些将决定欧洲设想的自由主义国际秩序难以成为国际社会的主导性国际秩序,只会是多元国际秩序观中的一个,并参与未来多元国际秩序观的竞争。

Since the end of the Second World War,Europe has always upheld the so-called rule-based liberal international order concept,but practically,the content of the European concept on international order has altered with the change of time-from the Cold War to the end of the Cold War,and to the globalization,and so on.Today international situation is undergoing profound and drastic changes,in which Europe is adjusting its international order concept as to adapt to these changes,nonetheless,this order concept will face the following challenges-legitimacy,the historical heritage of the Westphalia System,the weakening of integration dynamic,the competition of other conceptions on international order,the constraints of transatlantic relations,and the geopolitical dilemma,etc.,which will make the European rule-based liberal international order become only one of the international orders in international community.
