行为改变理论为城市社区垃圾管理提供新视角——以伯明翰居民生活垃圾分类回收助推为例

个体垃圾分类回收行为改变研究属于垃圾分类回收研究的老题新做,在垃圾分类回收推行如火如荼的当下为鼓励居民该行为提供了一个新的研究视角。环保行为的产生机制可以用行为改变理论的MINDSPACE模型进行解释,已有相关研究从行为改变理论和助推视角研究个体垃圾分类行为的数量较少,助推是应对个体“有限理性”的自动化决策系统的新兴措施,对个体双重思维系统的关注对于研究个体垃圾分类行为具有必要性。本文以伯明翰城市垃圾治理案例为分析对象,借助访谈、政府网站以及报纸等相关二手资料进行案例分析研究,总结伯明翰市政厅改变居民生活垃圾分类行为的经验,讨论个体垃圾分类等环保行为的影响路径局限性。

The“nudge”approach and behavior change theory have become increasingly important in contemporary governance process and been endorsed by most governments and organizations.However,these are less qualitative research about the Nudge and behavior change theory relating with waste sorting behavior.The MINDSPACE model can explain the influential factors of individual's environmental behaviors in some degree.Household waste sorting and recycling are important means through which to reduce resource depletion and pollution in the UK.It is therefore a topic worthy of further investigation.This article aims to investigate the behavior change theory and nudge practice in Nectar Reward Scheme and Zero Waste Hero Plan in Birmingham to illustrate the strategies and limits of these two schemes.The main research methods of this article is second hand data analysis and deep qualitive interview.
