中国环境治理的“三重”逻辑

第一次全国环境保护大会至今,尤其是“十三五”以来,我国环境治理制度优势转化为治理效能初步显现。为何如此短暂时间发生这一变化?与其他治理一样,环境治理中“为何治理”“谁来治理”“治理什么”“怎样治理”四个问题至关重要。本文试图阐释我国环境治理的历史逻辑、实践逻辑、理论逻辑以回答上述四个问题,并提出坚定环境治理的理论自信、道路自信、制度自信、文化自信以推进环境治理现代化。

Since the First National Environmental Protection Conference,especially during“the 13th Five-Year”period,China's environmental governance institutional advantages have been transformed into the initial appearance of environmental governance effectiveness.How to explain these changes in such a short time?Like other governance,the four issues of“why do we need governance”,“who will govern”,“What is the object of governance”and“How to govern”are significant in environmental governance.This paper attempts to explain the historical logic,the practical logic and the theoretical logic in environmental governance to answer above four questions,and propose strengthening the theoretical self-confidence,road self-confidence,institutional self-confidence and cultural selfconfidence of environmental governance to promote the modernization of environmental governance.
