为什么长三角赶超?——中国城市群跨区域科技协同创新机制比较研究

本文在回顾相关文献和理论的基础上,从宏观层面梳理了京津冀和长三角区域科技创新一体化的概况,从微观层面对两区域一体化初期的科创基础进行了比较,发现在一体化初期京津冀的科创基础优于长三角。通过对比两区域当前的科技创新现状,发现当前长三角地区的整体科创水平已赶超京津冀地区,两区域的科技协同创新模式也不相同。论文从协作主体的地位、顶层设计和跨部门协调机制三方面,分析了两区域协同创新模式的具体差异,探究长三角在科创资源相对落后的情况下科技产出反而赶超的原因。论文指出了京津冀地区科技协同创新的不足,提出了提升我国城市群跨区域科技协同创新水平的政策建议。

On the basis of reviewing relevant literature and theories,this article combs the overview of the integration of science and technology innovation in the Beijing-Tianjin-Hebei and Yangtze River Delta regions from the macro level,and compares the foundations of S&T innovation in the early stage of the integration of the two regions from the micro level.The foundation of S&T innovation in Beijing-Tianjin-Hebei was better than that of the Yangtze River Delta in the early stage of economic development.By comparing the current status of technological innovation in the two regions,it is found that the current overall technological innovation level in the Yangtze River Delta has surpassed that of the Beijing-Tianjin-Hebei region,and the two regions have different models of collaborative technological innovation.The thesis analyzes the specific differences between the two regions collaborative innovation models from three aspects:the status of the main body of collaboration,the top-level design and the cross-departmental coordination mechanism,and explores the reasons why the output of S&T in the Yangtze River Delta is catching up with and surpassing in the case of relatively backward S&T resources.The thesis points out the shortcomings of scientific and technological collaborative innovation in the Beijing-Tianjin-Hebei region,and proposes policy recommendations to improve the level of cross-regional S&T collaborative innovation in China's megalopolis.
