技术促发展:非洲ICT领域的发展与国际合作

信息通讯技术(ICT)的飞速发展为人类带来深远影响,但技术的全球扩散并不均衡,发达和发展中国家间的"数字鸿沟"正在不断拉大。本文从"技术-发展"关系角度,阐析20世纪90年代以来ICT在非洲的发展及相关国际合作,探讨中非加强ICT合作的必要性与可行方向。研究发现,过去20年年间不少非洲国家已在积极推动ICT应用,发达国家主导的国际力量也在深化与非洲在该领域的经贸往来和发展合作;而中非ICT合作仍以商贸活动为主,发展合作尚在起步。鉴于非洲在资金、技术、人才上的局限性,广泛而有效的国际合作不可或缺。中国有必要加强与非洲在ICT领域的全面合作,使非洲得享ICT对经济社会发展的红利,避免在新的技术革命中进一步拉大与先进国家的差距。

The increasing penetration of infor-mation and communication technology(ICT)has had a profound impact on human socio-economic de-velopment.However,the global spread of technology is extremely unbalanced and the"digital divide"be-tween North and South countries is expanding.From the perspective of the"technology-development"re-lations,this article aims to analyze the ICT develop-ment and international cooperation in the African continent since the 1990s,and explore the future path of strengthening China-Africa cooperation in the ICT development field.In the past 20 years,many African countries have actively promoted ICT development.Globally,while the economic engage-ment and development cooperation in ICT between Africa and advanced countries is constantly expan-ding,the China-Africa cooperation(esp.development cooperation)is still in the infancy.Considering the limitations of finance,technology,human resources etc.,extensive and effective international cooperation is essential for Africa.It is also necessary for China to further strengthen all-round cooperation with Africa in ICT,empowering Africa to enjoy the technological dividend of ICT and avoiding wider gaps with the world in this new wave of a technology upgrade.
