摘要
亚投行是一家中国控制的银行吗?这是关系到亚投行战略信誉的一项核心质疑。在亚投行筹建过程中,面对"亚投行是中国政府工具"的质疑,中国运用了"束手战略",在股权分配、治理结构和管理层决策程序等制度设计中"捆住了自己的手",构建了亚投行的战略信誉,使得亚投行创始成员国的范围从发展中国家扩展到了主要发达国家。在亚投行运营初期,面对"亚投行是中国‘一带一路’工具"的质疑,中国采取了"大家庭战略",在项目联合融资、人力资源流动、联合成立新机构等方面主动融入现有多边开发银行大家庭,在亚投行与"一带一路"之间建立了一个缓冲区,再次构建了亚投行的战略信誉。
Is the AIIB a China-controlled Bank?It is a question related to not only AIIB's but also China's international credibility.In the period of AIIB's establishment,China has used the strategy of tying hands to deal with the doubt that AIIB is a tool of Chinese foreign policy,especially constraining it-self in the design of quota allocation,governance structure and decision-making procedures of senior management team.In the period of AIIB's early op-eration,China has used the strategy of joining the MDB family to deal with the doubt that AIIB is a tool of Chinese Belt and Road Initiative,especially in co-financing,staff exchanging and building the joint agency of Multilateral Cooperation Center for Development Finance(MCDF).
