公共服务共同生产研究——基于2000—2019年英文文献的分析

Coproduction of Public Services Research:A Review of 65 SSCI Articles from 2000—2019

共同生产是公共服务供给的重要制度安排,在理论上能够为创新公共服务供给方式提供潜在路径。本文回溯了西方公共行政学界近二十年内发表的主流英文文献,阐释了共同生产的理论渊源和主要观点。基于对相关样本文献的梳理、分类、编码及分析提炼出共同生产的两大研究导向:类型导向和结果导向。经过聚类,本文归纳并探讨了共同生产研究的两个重要主题:服务管理和价值创造。本文认为,西方学界在推进共同生产研究的近二十年里,从公民地位回归、政府角色优化和公共价值创造等面向贡献了具有启发性意义的研究成果。未来研究需要在理论纵深和区域合作方面进行拓展,以推进公共服务共同生产的中国研究。

Coproduction of public services has been implemented as an important strategy to improve service outcomes.This study reviews recent articles on coproduction of public services published in SSCI journals and identifies two types of coproduction research.The methodologies and data collection methods of included articles are also examined.Through cluster analysis,two main research streams of coproduction are generated:service management and value creation.Finally,theoretical and policy implications on coproduction research in China context are analyzed.
