Is Development Assistance Getting Better Due to the Widening Role of Emerging Economies?

近年来,全球发展格局快速变化,"二战"后形成的国际发展援助体系受到来自政府、实践者和学界的广泛质疑。同时,新兴经济体成为积极的新型发展援助提供者,拓展了人们对于发展政策"超越发展援助"的讨论空间。鉴于当前国际发展体系所面临的广泛挑战及寻求创新办法的诉求,本文考察了新兴经济体在国际发展援助中的重要作用及对未来的影响。实践证明,新型发展援助的原则和实践对传统发展援助形成了强有力的挑战,但这些挑战是渐进性的,而不是革命性的。

International development assistance has grown in complexity and breadth since it began in its present formalised form after the Second World War.The global development landscape has changed rapidly in recent years.Traditional approaches to aid have been increasingly questioned by governments,practitioners and academics alike,and coupled with the emergence of new actors there exists a space to enquire whether development policy and practice may move’beyond aid’.This paper examines the current impact and future implications of the ever more central role played by"emerging economies"in international development assistance,in light of the wide-ranging challenges to the currently prevailing development system and the search for innovative responses.The evidence indicates a strong and deliberate element of challenge involved in the principles and practices of NDA;it also indicates,however,that the emerging economies’challenge is one of reform within rather than revolutionary overthrow of the existing institutional configuration.
