新型举国体制中的有为社会:社会组织参与疫情防控的视角

The Effective Society under the New Nationwide System:From the Perspective of Non-governmental Organizations’ Participation in Pandemic Prevention and Controlling

新型举国体制是有为政府与有为社会的协同共进。新型举国体制在中国抗击新冠疫情过程中发挥了重要作用,学界对新型举国体制中的有为政府的研究较充分,对有为社会的研究有待深入。疫情冲击导致社会治理空隙现象发生,社会组织代表的社会力量成为弥补社会治理空隙的重要主体,是有为社会的重要体现。通过对S社会组织的深度个案研究,我们发现社会组织通过链接政府、市场、社会和志愿者等多元主体形成治理合力的机制,有效弥补了社会治理空隙,但社会组织的治理能力还需进一步提升。

The new nationwide system represents a good cooperation between the effective government and the effective society.It plays an important role in fighting against the COVID-19 pandemic in China.The scholars have carried out full research on the effective government while insufficient research on the effective society under this system.The impact of the pandemic has made the interstices of the social governance surfaced,and the social force represented by Non-governmental Organizations(NGOs)plays importance roles to make up such gaps.This article gives an analysis on the case of S Social Organization to find out the joint governance mechanism formed by multi-principle parts including the government,the market,the society and the volunteers.But the governance capabilities of social organizations need to be further improved.
