特朗普任期最后一年,中美两国以签署第一阶段经贸协议的方式暂停了贸易战,但新冠疫情又给中美经贸关系带来了新的挑战。特朗普竞选连任失败,其推动的对华经贸政策被迫中止,宣告其对华经贸战略以失败而告终。继任的拜登政府并未完全抛弃特朗普对华经贸政策的总体设计,延续了对华加征关税和确保对华经济竞争优势的核心政策。历经特朗普政府的冲撞,中美经贸关系仍然表现出互补性和互利性强的根本特征。在拜登政府任内,第一阶段协议存续、经济联盟关系转化、供应链安全以及后疫情时代全球经济问题协调等方面,将成为中美双边经贸关系的新重点。

In the last year of President Trump’s presidency,the trade war between China and the United States was temporarily halted by the signing of the first-stage agreement between the two sides.The COVID-19 epidemic has brought new challenges to China-US economic and trade relations.The failure of Trump’s re-election campaign forced the suspension of his economic and trade policy towards China,which declared the end of his economic and trade strategy towards China.However,the Biden administration did not completely abandon the overall strategic design of Trump’s economic and trade policy toward China,and continues its core policy of imposing tariffs on China and ensuring U.S.economic competitive advantage.The bilateral economic and trade relationship is still characterized by strong complementarity and mutual benefit.During the Biden administration,the future of the first-phase agreement,the transformation of the economic alliance,the security of supply chain and the coordination of global economic issues in the post-epidemic era will become new issues in the bilateral economic and trade relations between China and the US.
