摘要
国际储备制度是国际货币制度的基础和核心内容,现行牙买加体系实行多元开放的国际储备制度,SDR是IMF明确的法定的国际储备资产。尽管SDR发挥的作用还十分有限,国际储备货币仍呈现以美元为核心的"一超多元"的格局,但这并非得益于现行国际储备制度的匡扶,相反人民币通过加入SDR提高了自身的国际地位,开放的国际储备制度为人民币成为储备货币提供了法律依据。因此,现行国际储备制度并不阻碍人民币国际化实现其在国际储备方面的目标,人民币要想成为国际储备货币还需将目光拉回国内,重点改革资本项目管制制度,同时完善外国央行财产豁免制度以及保持人民币币值稳定。
The international reserve system is the foundation and core content of the international monetary system.The current Jamaican system is a multiple open international reserve system,and SDR is the only international reserve asset specified by IMF.Despite the SDR role is very limited,also the international reserve system still presents a"super-diversity"pattern centered on the US dollar,but this cannot be attributed to the existing international reserve system but the status quo of market choices created by multiple factors such as politics,economy,and history.On the contrary,by joining the SDR,RMB raised its international status,and the open international reserve system has provided a legal basis for RMB as a reserve currency.Therefore,the current international reserve system does not prevent the internationalization of RMB from achieving its goal of international reserve.To become an international reserve currency,the RMB needs to draw attention back to itself,focus on reforming the capital account control system,improve the property exemption system of foreign centralbanks and maintain the stability of RMB value.
