The Evolution of the US Asia-Pacific-“Indo-Pacific”Regional Strategy and Its Roots

美国亚太区域战略经历了从亚太经合组织到重返亚太和“印太战略”的转变过程,其战略调整与亚太地区国际力量格局变化及大国博弈密切相关。但无论是推行普遍的新自由主义秩序,还是有选择的盟伴合作战略,美国的根本目标仍是维护自身的世界霸权利益及区域主导权,防止亚太地区挑战者的出现。当前,中美在亚太地区竞争日益激烈,如何管控分歧,维护两国长远利益与亚太—“印太”地区和平发展环境是该地区最重要的问题。

The Asia-Pacific regional strategy of the United States has experienced a transformation process from the Asia-Pacific Economic Cooperation to the return to the Asia-Pacific and the“Indo-Pacific Strategy”.Its strategic adjustment is closely related to the change in the international power pattern and the great power game in the Asia-Pacific region.However,whether it is to promote the general neoliberal order or the selective alliance partner cooperation strategy,the fundamental goal of the United States is still to maintain its own world hegemonic interests and regional dominance and prevent the emergence of challengers in the Asia-Pacific region.At present,the competition between China and the United States in the Asia-Pacific region is becoming increasingly fierce.How to manage differences,safeguard the long-term interests of the two countries,and maintain the peaceful development environment of the Asia-Pacific region is the most important issue in the region.
