Construction of International Education Demonstration Zone in the Guangdong-Hong Kong-Macao Greater Bay Area:Mission,Position and Direction

粤港澳大湾区建设国际教育示范区,既肩负打造教育对外开放新高地以应对新形势变化的时代使命,又肩负探索区域高等教育发展新模式并产生示范作用的战略使命。其政策内涵既与国际上通用的打造"国际教育枢纽"有一致之处,又具有中国特色和湾区特质。因此其战略定位应着重于打造一个中国版本的知识/创新枢纽,为打造全球科技创新中心提供高素质人才支撑。围绕国际教育示范区的使命和定位,应坚持三大实践路向并处理好三大关系:在发展路向上要处理好中国特色与世界一流的关系,在治理路向上要处理好顶层设计与基层创新的关系,在整合路向上要处理好高等教育内部与外部的关系。

The International Education Demonstration Zone in the Guangdong-Hong KongMacao Greater Bay Area should not only respond to the needs of the times for forging a new highland of reform and opening-up to stay relevant to the changing world,but also shoulder the strategic mission of exploring to establish a new model and producing demonstration effect for regional development of higher education.The logic behind this demonstration zone is in line with the globally advocated practice of building international education hubs,and at the same time,it is aligned with the specific situations in China and the Greater Bay Area.Therefore,the strategic positioning of this demonstration zone should emphasize on building a Chinese version of knowledge/innovation hub,and on cultivating high-quality talents to support the establishment of aglobal center of science and innovation.With such a mission and position in mind,three pairs of relations in three practical directions should be properly handled:namely,the relation between Chinese characteristics and world class in the direction of development,the relation between toplevel design and grassroots innovation in the direction of governance,and the relation between internal and external higher education in the direction of integration.
