摘要
评价在高等教育质量保障中具有重要的作用,既体现在价值引导上,也体现为工具性功能。评价过程以事实为依据,以认识为基础。认识过程不可避免地存在着知识错觉和偏见,必然会影响评价的客观性、公正性和合理性。因此,需要进行元评价,即对评价进行评价。元评价是评价的专业化发展的重要任务,这就需要建立本土的项目评价标准,建设服务于高等教育质量保障的评价文化。
Evaluation,used as value guidance and functional tool,plays an important role in quality assurance in higher education.Evaluation is supposed to be carried out on the basis of facts,yet it might be influenced by understanding and comprehension of people who perform the evaluation duties.It is inevitable that misconception and bias will jeopardize the objectivity,fairness and rationality of evaluation activities.Therefore,meta-evaluation is needed.That is,evaluation needs to be re-evaluated.Meta-evaluation is one of important tasks in order to achieve professionalization of evaluation.To this end,local standards and criteria in program evaluation shall be established and evaluation culture shall be developed.
