现货市场下非市场化电量波动费用结算方法研究

Research on Settlement Method of Non-market Electricity Fluctuation Cost in Spot Market

现阶段,我国电力现货市场结算规则设计的焦点问题之一是非市场化用户电量波动引起的不平衡费用如何处理。该费用一般也称为双轨制偏差费用,是现货市场下不平衡费用的主要来源之一。其计算原则既要客观反映波动带来的影响,又要考虑历史国情,同时还要引导市场发展。为在现有条件下找出一种清晰合理的计算方法,梳理总结了适应我国目前发展现状的3种非市场化电量波动费用结算方法,并分别对修正合约式、购售费差式、波动价差式方法的优缺点进行了分析,可为电力现货市场结算规则的制定提供参考。

At present,one of the key problems in the design of the settlement rules of spot market is how to deal with the unbalanced cost caused by fluctuation of the electricity quantity of non-market users,generally called double-track deviation cost.It is one of the main sources of the unbalanced cost in spot market.The calculation principle should reflect the impact of fluctuations objectively,consider historical situation,and guide market development.Therefore,it is the key to solve current problem to find a clear and reasonable calculation method under existing conditions.This paper summarizes three kinds of settlement methods of non-market electricity fluctuation cost,suitable for current development of China,and analyzes the advantages and disadvantages of the methods of contract modification,purchase-sale fee difference and fluctuation price difference,providing reference for establishment of settlement rules in the spot market of electric power.
