摘要
随着新能源并网增加,各时间尺度下的现货市场功能正逐步改变,整体呈现出强化日内市场定位、重视日内环节设计的趋势。作为市场从空间维度的进一步划分,省间日内市场面临特有的设计难点与挑战。首先,从空间范围、交易需求、功能定位、设计复杂度4个方面,讨论日内市场特征变化趋势;然后,从省间日内现货市场设计出发,针对省内市场耦合、区域市场融合、通道容量建模、新能源消纳4个方面问题,分析市场建设所面临的挑战;最后,基于中国日内跨区富余可再生能源电力现货市场的实践,对省间日内现货市场设计进行思考,并提出基于顺序出清的耦合模式、区域市场设计应遵循的基本原则、基于潮流和关键支路的通道建模方法、基于滚动重叠的日内交易机制。
With increasingly larger penetration of renewable energy generations,the functions of spot markets in different time scales gradually changes.Intraday market is proven critical in accommodating renewable energy sources.And the need to refine the design of intraday market increases.Cross-provincial market,as one of spatial dimensions,faces its typical challenges in design.Firstly,from the aspects of market space,transaction demand,function location and design complexity,the changing characteristics of intraday market are discussed in this paper.And the challenges of cross-provincial intraday market design are analyzed.Provincial market coupling,regional market fusion,transmission capacity management and renewable energy accommodation are considered.Finally,several suggestions on cross-provincial intraday market design are proposed,including priority-based provincial market coupling,principle-based regional market fusion,flow-based transmission management and rolling-based mechanism.
