共建共治共享与公民治理:中美城市社区疫情防控差异比较

Co-construction,Co-governance,Sharing and Citizen Governance:Comparison of Differences in Prevention and Control of Urban Community Epidemic in China and the United States

以公民治理为中心和指导的美国社区治理模式在新冠肺炎疫情防控方面面临着诸多困境,不仅社区应急响应小组无力应对,社区组织和志愿者无力进行社区管控,社区董事会无力与政府联防联控,新冠肺炎疫情在美国的失控突显出美国社区治理模式的缺陷。相比之下,共建共治共享理念下的中国社区治理模式实现了网格化、智能化社区管理,应对新冠肺炎疫情时做到了社区封闭有效、排查有序、联防联控、精准防控,杜绝了新冠肺炎疫情在社区的传播,彰显了中国社区治理水平和制度优势。我们要继续保持战略定力,坚持制度自信,坚持坚持党对一切工作的坚决领导,坚持以人民为中心,坚持社区网络化、智能化的治理路径,不断发展和完善中国特色社会主义社会治理体系。

Center for citizen governance and guidance of the community governance model in the aspect of COVID-19 epidemic prevention and control is faced with many difficulties,not only the community emergency response teams able to cope,community organizations and vol-unteers are unable to control,the board of directors of the community is not able to govern-ment defense from spreading,COVID-19 outbreak in the United States out of control high-lights the defects of the community governance mode.In contrast,the Chinese community gov-ernance model based on the concept of co-construction,co-governance and sharing has realized grid and intelligent comnunity management,achieved effective community closure,orderly in-vestigation,joint prevention and control,and precise prevention and control when dealing with COVID-19 epidernic,and eliminated the spread of COVID-19 epidemic in the community,highlighting the level of community governance and institutional advantages of China.We must continue to maintain strategic resolve,have confidence in our system,uphold the Party's firm leadership over all our work,put the people first and follow the path of comnunity network and intelligent governance,and constantly develop and improve the socialist system of social governance with Chinese characteristics.
