共和晚期至帝国早期是罗马城市的快速扩展阶段,这对城市社会管理提出了更高要求。在考察该时段罗马城社会管理基础上可以得见:罗马人在城市市政、治安救灾、市场和公共事务等方面采取了一系列措施。构筑了较为完备的管理框架,建立了有效的社会管理制度和法规,体现出他们对城市的发展有着明确的规划和理性的思考。整体观之,以罗马城为代表的罗马城市社会管理取得了积极的成效,维持着城市的正常运转,但仍有不足。

The period from the late Republic to the early Empire is the rapid developing stage of Roman city,which brought higher demand of city administration,and we can see it based on the investigation of Roman city administration that time:the Roman adopted a series of measures on municipality,security and relief,market and public affairs,built a more comprehensive regulatory framework,established a effective urban management systems and regulations,which reflected a clear plan and rational thinking on the development of the city.Overall,city administration achieved a positive result and maintained the normal operation of the city,but there are still some problems need to be solved soon.
