大型方舱医院精准管理方式探索与实施

Exploration and implementation of precise management methods for large-scale Fangcang shelter hospitals

“方舱医院”原为解放军野战机动医疗系统的一种,由若干可以移动的模块建成的战地医院。本文所指方舱医院是新型冠状病毒肺炎(COVID-19)疫情发生以来,用于集中收治COVID-19轻症患者或无症状感染者的临时医院,是我国坚持人民至上、生命至上,坚持外防输入、内防反弹,坚持动态清零的重要举措。方舱医院一般依托会展中心、体育馆等大型建筑改造修建而成。本文从医院管理角度,结合2020年火神山管理经验,参考2022年3月22日国家卫生健康委员会以国务院联防联控机制综合组名义印发《方舱医院设置管理规范》及《新型冠状病毒肺炎诊疗方案(试行第九版)》等规范,撰写方舱医院精准化管理实施方案,并对方舱医院前期筹建、运行机制、组织机构、规章制度、人员抽组、医疗救治等方面进行研究,总结出一些经验做法,指出存在的问题,为下一步工作理清了思路。

The“mobile cabin hospital”was originally a field mobile medical system of the People’s Liberation Army.It is a field hospital built with several movable modules.Since the outbreak of the coronavirus disease 2019(COVID-19),the Fangcang shelter hospitals mentioned in this article have been utilized to centrally treat individuals with mild or asymptomatic COVID-19.Fangcang shelter hospitals are a crucial step in our country to adhere to the principles of people first,life first,guarding against imported cases and preventing a resurgence of the outbreak at home,and dynamic clearing.The majority of the Fangcang shelter hospitals are refurbished and built using huge buildings like exhibition centers and gymnasiums.Combined with the management experience of Huoshenshan in 2020,this article writes the implementation plan for the precise management of the Fangcang shelter hospital,including preliminary construction of the Fangcang shelter hospital,operation mechanism,organizational structure,rules and regulations,personnel selection,medical treatment,and other aspects from the perspective of hospital management,referring to Management Specifications for Fangcang Shelter Hospital and Diagnosis and Treatment Protocol for COVID-19(Trial Version 9)issued by the National Health Commission in the name of the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council on March 22,2022.
