合作伙伴何以成为“临时管家”?——对公益创投异化现象的案例研究

How Can Partners Become“Temporary Housekeepers”?——A Case Study of the Alienation Phenomenon in Venture Philanthropy Practice

公益创投作为加强社会组织能力建设的新型公益资助载体,是撬动社会组织发展的有力政策工具。本研究通过对A市H街道G小区公益创投“0桶计划”项目的实施过程进行追踪,发现社会组织的专业优势并未体现出来。社会组织在居委会的主导下,包办了垃圾分类推进工作的全部活动,扮演了政策试点任务的协助方、垃圾分类氛围的营造者、垃圾分类棘手问题的化解者等角色,导致基于项目协议的“合作伙伴”身份被实质运作中的“临时管家”身份替代。公益创投项目因此面临着目标、运行机制和功能等方面的异化挑战,原本服务居民、赋能社会组织的公益创投项目“异化”为居委会落实政策试点任务的工具手段。公益创投异化现象是国家、居委会和社会组织所遵循的制度逻辑之间产生冲突的结果,其中居委会完成任务的逻辑与社会组织的生存逻辑相互叠加,成为推动公益创投异化的主要因素。公益创投异化的实质是技术主义的制度逻辑在基层的映射。

As a new type of public funding vehicle for strengthening the capacity building of social organizations,venture philanthropy is a powerful policy tool for stimulating the development of social organizations.The process tracking of the“0 bucket plan”project of venture philanthropy in G community,H street,A city failed to find the professional advantages of social organizations.And,it further found social organizations under the guidance of the Neighborhood Committee took charge of all activities,including promoting garbage sorting,playing the roles of assistants to policy pilot tasks,creating a nice garbage sorting atmosphere,and solving difficult garbage sorting problems.This generated the identity of“partners”based on the project agreement rather than the identity of“temporary housekeepers”in practical operation.As a result,venture philanthropy projects suffer alienation challenges in terms of goals,operation mechanisms,and functions.The original venture philanthropy projects serving residents’needs and empowering social organizations have been“alienated”into tools for the Neighborhood Committee to implement policy pilot tasks.The alienation of venture philanthropy is the result of institutional logic conflicts followed by the state,bureaucracy,and social organizations.The logic of completing the task by the Neighborhood Committee and the survival logic of social organizations overlap and become the main factors in driving the alienation of venture philanthropy.The essence of the alienation of venture philanthropy is the institutional logic of technicism mapped at the grassroots level.
