Activities of Russian Volunteers amid the COVID-19 Pandemic

新冠肺炎疫情在全球肆虐,各国的应对之策尤为引人关注,这是观察与评估各国应对社会风险以及社会治理能力的机会。俄罗斯疫情深重,政府应对措施和治理能力备受诟病。但新冠肺炎疫情却让俄罗斯的社会力量被广泛地动员起来,特别是非营利组织及志愿者行动积极地与政府部门和经济部门合作,有效地为疫情之中的弱势群体提供服务和支持。这与俄罗斯慈善事业的历史传统和近年来兴起的志愿者运动相关,也与新的技术手段和国家力量的支持密不可分。本文聚焦新冠肺炎疫情下俄罗斯的志愿者行动,并以此作为思考俄罗斯国家与社会的关系、俄罗斯社会团结与社会韧性的路径。

Russia’s social forces are widely mobilized though the Russian government has been bitterly criticized for its countermeasures and the performance of its governance against the COVID-19 pandemic.Actively cooperating with the government and the economic sectors,the nonprofit organizations and the volunteers offered services and help for the pandemic-stricken disadvantaged and vulnerable groups.This phenomenon is associated not only with the historic heritage of Russia’s charity and the movement of volunteers but also with the application of new technology and state support.This paper intends to explore the country’s social issues by focusing on the activities of Russian volunteers.
