上海合作组织区域经济合作20年回顾与展望

Review and Prospect:the 20-year Regional Economic Cooperation of the SCO

本文从上海合作组织扩员前后两个时期分三个阶段阐述了区域经济合作发展的特点,分析区域经济合作从无到有、不断深化的历史进程。从区域经济合作的法律基础、合作机制、货物贸易、服务贸易、中国对外投资和地方合作六个方面详细论述了上海合作组织区域经济合作20年来取得的巨大成就。上海合作组织首次扩员后,区域经济合作步入发展新阶段。展望未来,为应对新冠肺炎疫情的挑战,成员国应进一步扩大市场开放,大力提升区域经济合作机制的运行效率,构建多元化决策机制,强化市场调节作用。以构建区域产业链为方向拓展农业、医疗产业、软件产业和跨境电商的发展,同时培育多元化合作主体,创新合作模式,提升区域经济合作水平,为构建上海合作组织命运共同体奠定坚实的物质基础。

This paper explains the characteristics of regional economic cooperation,the creation and the deepening process of regional economic cooperation across the SCO region.The achievements over the past 20 years were elaborated from the perspectives of legal basis,cooperation mechanism,commodity trade,service trade,foreign investment,and local cooperation.Regional economic cooperation has entered a new stage since the first SCO expansion.In the future,it is advisable for the member states to open up their markets further,enhance the efficiency of cooperation,build a diversified decision-making mechanism,consolidate the regulatory role of the market,and center on the building of regional chain of industries and foster diversified entities,innovate the pattern of development,and enhance the level of regional economic cooperation.
