数字化之下的给付行政研究

Study on Payment Administration under Digitalization

我国近年通过的《法治政府建设纲要》《远景目标纲要》等规范性文件都明确提出了数字时代给付行政的基本要求。一方面给付行政必须走数字化的路径,另一方面行政主体在给付行政中要有数字意识。那么,数字化之下如何进行给付行政的制度构建,数字化如何充分体现在给付行政的每一个具体环节之中,就是不能回避的现实问题。应当在给付行政中构建给付职能、服务对象、给付项目、服务储备的相应数据库;通过对应性给付、定量性给付、格式化给付、整体性给付等来拓展行政手段,使之体现区别于传统行政的新的功能和价值。

The basic requirements of payment administration in the digital era are clearly put forward in the normative documents such as the outline of the Construction of Government under the Rule of Law and the Outline of Long-Term Objectives adopted by our country in recent years.On the one side,payment administration must take digital path;on the other side,the administrative entity should have digital consciousness in payment administration.Then,it is an unavoidable realistic problem that how to construct the system of payment administration under digitalization and how to be fully reflected in every specific link of payment administration.We believe that the key point should be to construct the corresponding database of payment function,service object,payment item and service reserve in payment administration.Through corresponding payment,quantitative payment,formatted payment,holistic payment and so on to expand the administrative means to reflect the new function and value different from the traditional administration.
